Do I need a permit for landscaping work?

Most municipalities don't require permits for sod, planting, or surface irrigation. You may need a permit for: grade changes >12 inches, tree removal (especially of designated heritage trees or in HOA neighborhoods), retaining walls over 4 feet, drainage system modifications, irrigation systems that tie into the potable water supply (most do — check your city code), and any landscaping in flood plains or coastal setback zones. Front-yard work governed by HOA rules often requires HOA approval even when the city doesn't require a permit.
