HEEHRA live status — May 2026
20 states currently accept HEEHRA point-of-sale rebate applications: Arizona, California, Colorado, Connecticut, Georgia, Illinois, Maine, Maryland, Massachusetts, Michigan, Minnesota, Nevada, New Jersey, New Mexico, New York, Oregon, Rhode Island, Vermont, Washington, Wisconsin. 9 more are in pilot rollout. The rest have DOE plan approval but no consumer redemption yet — federal tax credits work everywhere in 2026.

How the three federal programs stack
1. 25C Energy Efficient Home Improvement Credit — 30% off your cost for heat pumps, windows, insulation, electrical panels, and home energy audits, capped at $1,200/yr for most categories plus $2,000/yr just for heat pumps. Resets every tax year, so spreading a big project across two calendar years can double your credit.
2. 25D Residential Clean Energy Credit — 30% off solar PV, battery storage (3+ kWh), geothermal, fuel cells. No cap. Rolls forward up to 5 years if you can't use it all in one year.
3. IRA HEEHRA (point-of-sale rebate) — up to $14,000 stacked on heat-pump-driven home electrification, but ONLY for income-qualified households (≤150% of Area Median Income) and ONLY in states with active HEEHRA programs. The big stacks here are $8k heat pump + $4k panel + $1,750 water heater + $1,600 insulation + $840 induction.
